• The Government Merit Index (GMI) is a composite indicator that integrates three main indicators: the Social Progress Index (SPI), the Freedom Index (FI), and the Misery Index (MI). It aims to provide a comprehensive assessment of government performance in meeting citizens' needs by evaluating quality of life, individual freedoms, and economic well-being.
Measurement Methodology:
The development of the Government Merit Index (GMI) required a thorough review conducted over several years, involving the analysis of articles and global indicators. Despite challenges and differing views among researchers on the optimal methods, we relied on specific academic indicators that offer a reliable and comprehensive evaluation, comparing government performance across countries rather than providing an absolute measure. Results are aggregated and combined with a set of indicators reflecting the country's progress in societal engagement, adding depth to the assessment.
Mathematical Methodology:
The Government Merit Index (GMI) represents an average of three normalized scores across the following key levels:
1. Overall Service Provision Level (Social Progress Index (SPI)):
2. Intermediate Level of Trust in Political Institutions (Freedom Index (FI)):
3. Partial Policy-Making Level (Misery Index (MI)):
